Pre-approved contractors for OTMR and Self-Help Remedies

Citizens’ is currently in the process of restructuring its attachment process to conform to recent FCC rulings. Under 47 CFR § 1.1412, attachers electing to perform One-Touch Make-Ready (OTMR) or Self-Help remedies must use contractors pre-approved by the utility. At this time, Citizens’ is canvassing its currently licensed attachers for their preferred contractors. As the contractors submitted are vetted and approved, they will be added to the list below. While the list is under development, attachers electing OTMR or Self-Help must choose a contractor meeting the minimum requirements of 47 CFR § 1.1412 and provide sufficient notice to the company.

Construction in the Power Space

The Company allows construction work by contractors in the power space by exception only. Contact Citizens’ Engineering if you wish to arrange for contractor work in the power space.

Contractor Minimum Qualification Requirements


Minimum requirement qualifications per 47 CFR §1.1412. See eCFR for current regulations.

Federal Regulations specify certain minimum requirements that all contractors used for OTMR and/or Self-Help must meet:

(1) The contractor has agreed to follow published safety and operational guidelines of the utility, if available, but if unavailable, the contractor shall agree to follow National Electrical Safety Code (NESC) guidelines;

(2) The contractor has acknowledged that it knows how to read and follow licensed-engineered pole designs for make-ready, if required by the utility;

(3) The contractor has agreed to follow all local, state, and federal laws and regulations including, but not limited to, the rules regarding Qualified and Competent Persons under the requirements of the Occupational and Safety Health Administration (OSHA) rules;

(4) The contractor has agreed to meet or exceed any uniformly applied and reasonable safety and reliability thresholds set by the utility, if made available; and

Citizens’ requires that contractor shall read, understand, and meet all construction requirements provided in Exhibit C – Requirements for Private Communications Systems Attachments.

(5) The contractor is adequately insured or will establish an adequate performance bond for the make-ready it will perform, including work it will perform on facilities owned by existing attachers.

Citizens’ requires that contractor shall provide proof of insurance equal to or exceeding that required of licensed attacher in Sec 13.0 of Pole Attachment Agreement
