Customer-owned Generation

Distributed Energy Resources (DER) are a growing contributor to the region's energy supply. Net Metering in Pennsylvania makes it possible for residential and small commercial electric customers to offset their own energy consumption and sell excess production onto the grid.

Considering installing a rooftop solar array or other renewable generation behind your electric meter? We're here to help...

Interconnection Process

Ready to get started? Follow the process below to submit your application and start generating:

1) Plan your system

Solar and other renewable energy sources come in a variety of sizes and configurations. Most customers choose to have a professional installer design and construct their system. Whether you plan to hire a contractor or do it yourself, you should be familiar with our Requirements for Customer-Owned Small Generation.

Not sure where to start with finding a reliable installer? Check our FAQs and consider the tips below:

  • Get multiple estimates
  • Don't pay for estimates
  • Ask for References
  • Does the installer perform their own work, or subcontract?
  • Use Licensed Contractors
  • Use fully insured Contractors

2) Determine size and fee

The PA Public Utility Commission has designated four system size levels with corresponding basic application fees. Size is based on the total AC nameplate capacity of the planned system. Levels are defined in 52 Pa. Code §  75.34.

  • Level 1: $100
  • Level 2: $250 + $1/kW nameplate capacity
  • Level 3: $350 + $1/kW nameplate capacity
  • Level 4: Contact Us

The appropriate fee amount must be submitted to Citizens' Electric along with the required documentation (step 3) before an application can be reviewed and approved.

⇒ Please note on check that it is a "Net Metering Interconnection Fee"

This an application fee only, additional costs may apply to accommodate interconnections.

3) Submit Documentation

The following forms are required:

  • Interconnection Application
  • Letter of Intent & Acknowledgement of Costs
  • Net Metering Rider Application
  • IRS Tax Form W-9 (To protect your confidential information, please do not email this form, instead, mail it with your fee check.)

Additionally, a set of plans that satisfy Part II, Sections 6-12 of the Requirements for Customer-Owned Small Generation must be submitted to the Company for review and acceptance.

1: Part 2 / Attch B of the Interconnection Application must be completed and submitted after construction is complete.

Optionally, if you have more than one electric service with us, you may qualify for Virtual Meter Aggregation. See our FAQs for more information.

Virtual Aggregation Form
(opens in a new tab)

Forms and fees should be mailed to:

Citizens' Electric Company
Attn: Engineering Dept.
1775 Industrial Blvd
Lewisburg, PA 17837

Electronic copies of forms may also be emailed to: operations@citizenselectric.com

Applications will not be approved until all necessary documentation has been submitted and fee check is received.

4) Company Review and Approval

After all required documentation and the application fee have been received, Citizens' engineering department will review the application and either approve or reject it, or request additional information.

Complete and legible applications are typically approved in 10 business days or less! Large or complex projects may require a longer review period.

Along with approval, Citizens' will notify you of any additional costs necessary to accommodate your project, these are typically associated with upgrades to service conductors and equipment required to prevent overloads and high voltage that can occur with generator output.

5) Construction

You're ready to build!

After receiving your 'conditionally approved' application back from Citizens,' you may proceed with installing your renewable generation system². We will work with you or your contractor to coordinate any upgrade work to be performed by Citizens.' If an interruption of service is required to safely connect the system, please contact us at least three days in advance.

After installation is complete, your system must be inspected by a qualified, licensed codes inspector. Following inspection approval, you may request authorization to temporarily energize the system in parallel with your utility service for testing purposes, but cannot otherwise operate it until final acceptance is granted.

2: Additional permits and approval from the local municipality may be required. Check with your municipality or Central Keystone COG for more information.

6) Completion

After the system has been installed, inspected and tested, a Certificate of Completion (CoC) must be submitted to Citizens' for final approval to begin generating in parallel with our distribution system.

Except for authorized testing, the system cannot be connected in parallel with your utility service until final acceptance is granted

Select and fill out the appropriate level Certificate of Completion form below.

Depending on the size and nature of the installation, a field inspection may be required before final acceptance is granted.

Net metering will not be enabled on a customer account until final acceptance is granted.

It is the customer's responsibility to submit the fully executed CoC in a timely manner. Failure to do so will delay net metering approval. Net metering approval cannot be back-dated.

7) Generate!

You may now begin generating to offset your monthly electric usage.

If you generate excess power in any given month, it will be banked for use in future months.

Annually, on May 31, Citizens' will issue a credit for any remaining banked usage and zero out the bank to commence a new 12-month period.

Frequently Asked Questions

Large or utility-scale co-generation

Citizens' will work to accomodate large-scale co-generation projects as system capacity limits allow. Customers interested in installing large co-generation systems that either exceed net metering limits or do not meet net metering criteria should contact our engineering department at operations@citizenselectric.com.
